Prof. B.L. Tennekoon

BSc Eng(Cey),PhD(Cantab),CEng,FIE(Sri Lanka).
Senior Professor, Department of Civil Engineering, University of Moratuwa.

Basil Laliputra Tennekoon is a Senior Professor of Civil Engineering. He graduated from the University of Ceylon in 1965 with a 1st Class Honours degree. He proceeded to the University of Cambridge, UK in September 1966; from which university he was awarded the Ph.D. in April 1970 for research work carried out in the field of Geotechnical Engineering. After the completion of his Ph.D., he joined the University again as a Lecturer. At this time there was only a single university, and the Faculty of Engineering was located at Peradeniya. He remained at Peradeniya until 1975; and he was one of four staff members who launched the first post-graduate course in the Faculty of Engineering in 1972. In 1975, he transferred to Moratuwa, which had then become another university. He obtained successive promotions within the university culminating as Professor in 1984. The post of Senior Professor was established in the university system in 1995; whereupon he was promoted to this grade. He was a former Head of the Department of Civil Engineering for 6 years from 1979 to 1985; and was also the elected Dean of the Faculty of Engineering for a period of 10 months in 1994/1995. Prof. Tennekoon was a founder member of the Sri Lankan Geotechnical Society in 1986. He held the post of Secretary from 1986 to 1994; and then became the President of the society in 1994, which post he held until 2000. Prof. Tennekoon has maintained close links with the engineering profession during his career. He is a Fellow of the Institution of Engineers, Sri Lanka; and he was a member of the Institution’s Education and Training Committee for over 20 years. He spent the first six months of his first sabbatical in 1977 working on a Highway Project in Libya; and then completed his sabbatical year while working with the Consultancy Division of the State Engineering Corporation of Sri Lanka. He is a leading consultant in the field of geotechnical engineering; and he has advised numerous State Sector and Private Sector Organizations on foundations for buildings, water supply schemes, oil tanks, etc. in difficult ground conditions. Prof. Tennekoon’s second sabbatical was in 1987 when he worked at the University of Edinburgh as a Commonwealth Research Fellow studying the behaviour of soft clays. In April 2003, he was invited by the Government of Sri Lanka to be part of a team for implementing a World Bank funded project for the Improvement of Relevance and Quality of Undergraduate Education (IRQUE). This was a 6-year project where the major component was the establishment of a Quality Enhancement Fund (QEF) whose objectives were to develop concepts of accountability and sustainability within the university system. He was in charge of implementing the QEF component, where for the first time a competitive funding scheme was designed and implemented to enhance the quality and relevance of undergraduate study programs. Competing Study Programs had to prepare proposals which also addressed issues of efficiency; quality enhancement of learning/teaching process, including relevance of current academic offerings, and thereby increase the employability of graduates. Grants amounting to a total of around US $ 20 Million were awarded to 27 Study Programs, which were selected from over 150 Study Programs which participated in the competition.
